Singing Star Discovery now on its 4th year

Three couples collaborate to make sure that Singing Star Discovery continues what it had started 4 years ago – to search, to train, and to launch the singing careers of the local vocal talents.  

Philanthropist-couple Bert and Anita Orinion of Hawaii donate the maintenance cost for the entire duration of the elimination rounds to be held every Saturday October 25 to December 27. Engineer Eddie Laguit and wife Noemi, who is also a candidate for Ms Town Fiesta 2009, provide for the sound system. Former Mayor Art Chan and Mayor Emma will take charge of the prizes to be given away during the Grand

Rosita Almonte Salcedo tucks the locals behind her

She is all earthy and fun and heartily approachable. Just the same, it took Mayor Emma, a back-up retinue of barangay kapitanes, and bottles of sweet wine to finally close the list to three hopefuls in the Search for Ms Pozorrubio Fiesta Queen 2009.

She, Rosita Almonte Salcedo, is a self-made businesswoman, a kagawad of Barangay Alipangpang, and life-partner to Kapitan Rogelio Amansec. She eases unto the seat of the third angle of the triangle of candidates, and comfortably tucks-in behind her the sponsorship of no less than the Liga ng mga Barangays, PWERSA(Pozorrubio Workers and Employees Resource and Services Association), and the DepEd family.

Pozorrubio is now a First-Class Town!

We have come a long, long way. And it was a trail of mathematics, pure and simple.

Pozorrubio is now a 1st-class town. This is according to the DOF BLGF (Department of Finance, Bureau of Local Government Finance) MEMO CIRCULAR NO. 01-M(58)-08 dated November 12, 2008 re: Reclassification of Municipalities effective July 29, 2008.

Considering that this latest round of reclassification requires that the average annual income bracket of 1st class municipalities is 55 million or more covering the period 2004 to 2007, the financial statements of which must be COA (Commission on Audit) certified, Pozorrubio is more than truly deserving of this distinction.  The town had been averaging an annual income of more than 70 million for the past 4 years under both the Chans’ administrations.

Pozorrubio was a 4th class municipality when former Mayor Artemio Q. Chan took his oath of office on the 1st day of the 1st year of his 1st term as chief executive. During his 3 terms totaling 9 years of public service, Pozorrubio gradually but surely graduated every 4 years to 3rd class then  to 2nd class municipal classification.  When his wife, Emma Zosima T. Chan took over as mayor after the 2007 election, there was no way but definitely forward, onward, and up. The couple shares the same strength of political will and unwavering dedication to the welfare of Pozorrubio and the thousands of Pozorrubians, here and abroad.

And hawak-kamay, the couple and the townspeople, time and time again, had shown and proven to all that in diversity, there can be unity. Astounding, miraculous unity. The people, so different in so many ways, gave their trust to both the Chan administrations through their enthusiasm to pay their taxes, permits and other miscellaneous fees.  

Only the cityhood is left up ahead. But, who knows? Dreams do come true. This dream did.

Pozorrubio has best municipal performance
management system in Pangasinan

Pozorrubio is Provincial Champion for the Best LGU – LGPMS (Local Government Unit-Local Government Performance Management System) of Calendar Year 2008. For a second-class town, this is no mean feat, for Pozorrubio was chosen best from among all the 1st , 2nd and 3rd class towns of Pangasinan grouped together in the municipal category.      

This selection qualifies Pozorrubio to represent Pangasinan in the next level - the RDC-DILG (Regional Development Council-Department of Internal and Local Government) Award Searches for Region 1 Best LGU-LGPMS;  the Cleanest, Greenest and Safest province, City or Municipality, Coastal and Inland Bodies of Water; LGU Best Practices, and; Best NGO-LGU Practices.

The Regional Development Council (RDC) is the regional equivalent of the Provincial Development Council (PDC). While the PDC is chaired by Governor Amado Espino, Jr. with all the Pangasinan mayors as council members, the RDC has Ilocos Sur Governor Deogracias Victor Savellano as chairman and Ilocos Norte Governor Michael Keon, La Union Governor Manuel Ortega and Governor Espino as council members together with some selected mayors from the 4 provinces, regional directors of the different national agencies and representatives from the private sector.

From November 24 to December 11, the Regional Search Committee will conduct validation visits to the provinces, cities, and municipalities.

These lanterns will watch no night, no dawn, no day this year...

These lanterns lent holiday radiance to the nights; at daytime, it was their turn to bask from the radiance of the sun. These pictures were taken as the sun rose from the east. It bathed their reds in sunshine and their greens became one with the leaves. For weeks, the acacia trees will have stars for earings.  

For the past years, the giant lanterns brought light and life to the Christmas seasons of Pozorrubians. They perched among the acacia branches, fronted municipal buildings, balanced on neon posts. After last year’s holidays, the lanterns were, as usual, carefully wrapped in newspapers and laid aside to dangle in a giant garage awaiting for the end of the non-Christmas months.

More than the tree and more than even the Belen (Nativity scene), the  lantern or the parol is probably the most popular symbol of Christmas among the Filipinos.  Not only because it is unique to the Philippines, but because it suggests a meaning close to the hearts of this nation of soap-opera lovers.

The parol represents the star, the guiding light, which showed the three kings the way to Bethlehem, where the Infant Jesus had lain in a manger. And because that star or light must be continuing in its sparkling throughout the kings’ slow clandestine progress to Him, its present equivalent the parol conveys to the romantic of which most Filipinos are,

Brother sound, sister dance

Pozorrubio is home not only to generations of Pozorrubians. Nowadays, it is also home to our shy indigenous brothers and sisters from nearby Cordilleras. Not to mention the colorful Muslims of faraway Mindanao.

On January 30, 2008, the Amamatul Minority Settlement Association (one of the tribal organizations in Pozorrubio covering Barangays Amagbagan, Malasin, Manaol and Tulnac) passed a resolution requesting Mayor Emma T. Chan for assistance in the procurement of the indigenous costume to be used in all the festivities, rituals and ceremonies not only of the Amamatul Association but all the other tribal organizations. That their culture and traditions may be preserved and promoted, not forgotten or lost, at the same time that they integrate themselves to the Pozorrubian way of life.

Two mayors, teen idols add glitz to BVANHS-SSG Induction and Leadership Training

The new set of officers of the Supreme Student Government (SSG) of Benigno V. Aldana National High School (BVANHS) was formally inducted into office last Wednesday October 15, 2008 with Mayor Emma Zosima T. Chan and Councilor Dennis C. Uy as inducting guests and speakers.

President Irish Ruth L. Villanueva pledged her oath before the Mayor. Vice President Kirsten Hazel M. Mejia swore hers before Councilor Uy and President Irish; so did  the rest of the SSG officers:   Secretary Ghint I. Pernes; Treasurer, Grissa S. Ancheta; Auditor Alexandra Y. Flores; P.I.O. Dr. Blesilda dela Rosa-Salvador, wife of Dr. Raul Francisco D. Salvador, in an awarding ceremony at Manila Hotel last Sep 29, 2008, was bestowed a much-coveted award for her inclusion in the Ten Outstanding Filipino Physicians (TOFP) from a field of 38 nominees. She had been selected after a rigorous search and screening process conducted by the steering committee of the TOFP Search. TOFP Awards is an entity establishing itself to be the "Oscar Awards for Filipino Physicians.

 

"Dr. Blesilda de la Rosa-Salvador is an OB/GYN who has made her mark as a health educator through media. For more than 10 years, Doctora Bles continues to bring medical information to people from all walks of life through the radio, TV, and the Internet via her Teleradyo program “Doctora Bles at Your Service.” She renders free medical advice on air and gives vital knowledge about medicine and science in Pilipino. 'Doktora Bles' is a Pozorrubian by marriage to Dr. Raul Francisco D. Salvador of the deep-rooted Pozorrubian Salvador-Doras clan. The couple established a clinic in Pozorrubio in their early years of medical practice, and while serving their local clientele, the Pampangena wife assimilated with the elite, folks and commoners of the community. They are blessed with three pretty/handsome, intelligent and responsible children, Ryan, Sandra, and Barbara, who, themselves, are starting to create their marks in their respective careers. When this author congratulated her and thanked her for bringing honor to the town, she texted back: "Salamat, Kuya. Siempre, parad sicatayo yan amin, taga_Pozorrubio aq met lan talaga".

Noemi Banda-Laguit calls on Pozorrubians

It did not take much effort to convince Ms Noemi Banda-Laguit to agree to be one of the candidates for Ms Pozorrubio Town Fiesta 2009 because she truly believes that the revenues generated by this popularity contest will indeed be used for the infrastructure needs of her hometown.  

Noemi owns and operates an Adult Residential Care-Home. She is also its administrator. She was born a Pozorrubian, and of Pozorrubian parents. Though she left Pozorrubio at the young age of 18, it seems in her heart she brought this hometown to Hawaii with her; she married a fellow-Pozorrubian, Eddie Laguit.

Vivien Ritualo-Marquez appeals to supporters

ONE of the candidates for Ms Pozorrubio Town Fiesta 2009, Mrs. Vivien Ritualo-Marquez, joined the contest because in her own words “I feel indebted to help our beloved town”.

Vivien is a third or maybe even a fourth-generation Pozorrubian, married to another Pozorrubian, Andrew Marquez.  She is a retired nurse and a permanent resident of Hayward, California. However, the frequency and the length of her hometown sojourns, sometimes twice yearly and longer than a month, make her more of a permanent Pozorrubian than a homesick vacationer!

Attached is Vivien’s personal appeal to her supporters. According to her, she is not the beneficiary of the generosity of their hearts.

Campaign launched for most "Clean and Green Barangay"

THE seven-man evaluation team  have September 16 to 30 to make a clean sweep of all thirty-four barangays of Pozorrubio as the first step in the contest for the most Clean and Green Barangay for 2008, a distinction which Buneg had held on to since 2005.    

It must be remembered that Buneg Kapitan Wilfrredo Perreras so impressed the evaluators with his unique style of implementing vegetable gardening and waste management to involve and ultimately benefit all and every family and resident within his area of responsibility that there was no other choice but to hand over the  award to his barangay.  The other barangay kapitanes took cognizance of this extraordinary feat, and unanimously voted Perreras as President of the Association of Barangay Captains (ABC) in October 2007.

Beautiful minds!

Pozorrubio Central ranks 3rd in 2008 National Achievement Test 

If it were a game of brawns and skills, the local team would have scored a whooping touchdown. Make that three whoopers, in truth of fact.

In this year’s National Achievement Test, Batch 2008 of Pozorrubio Central School finished highest among the highest in the nation  – 1st  in Pangasinan Division II, 1st in Region I, and  3rd in the whole of the Philippine Islands.

Batch 2007-2008 of Pozorrubio Central School was 306 strong, but 99% or 304 joined the rest of the Grade 6 pupils from public and private schools all over the country on March 6 to take the 2008 NATIONAL ACHIEVEMENT TEST. Subjects tested were English and Filipino, Mathematics, Science and HKS (equivalent of History, Geography and Civics combined).  

Scoring the highest percentile rating of the batch:  Bea-Ann S. Andaya, Ma. Lourdes Nicole V. Abrena, Sakred Eusep A. Perez, Micah Junabel M. Ventanilla, all four pupils with a rating tied at 96.50; and Tricia Joy B. Amarillo – 96.

It is a record to beat other just as worthy records in all other fields. Really, actually, it is more than a record.  

It is a spectacular group achievement to humble other scholarly achievements done by a collective entity of 304 beautiful minds. And from a public school at that.

It must make history take more than a second look at this town; but like most of history, it had been written into the book without so much fuss, with quiet noise.

It makes Pozorrubians stand a little bit taller, though. And exchange proud nods and handclasps and hugs.

And mornings after, on to high school. Today, these 304 or so beautiful minds go about their own quiet studious ways – to learn more to know more – that they may build a better future of what the world had left them of their tomorrows.

Congratulations to these pupils, their parents, their sponsors from the municipal administration, PSC Principal II Virginia  S. Cabero and a host of tireless Master Teachers and other key personnel tapped to conduct the reviews.

Mayor goes to US in search of fiesta muse

EMMA Zozima T. Chan, municipal mayor, flies to the US for a 2-3- week visit among overseas  Pozorrubians beginning August 26, Tuesday. She is accompanied by her husband, former Mayor Artemio Q. Chan.

Purportedly, the trip is to reiterate her invitation to the balikbayan community to visit the hometown in time for the 2009 Foundation and Town Fiesta celebrated the whole second week of January, and to make their visit more memorably significant by fielding their own candidate for hometown muse. It is to be remembered that this town is one of the pioneers of the initiative to actively involve not only the local constituents in the development of their respective communities, but to include those migrants/immigrants to places far and abroad.  (More ...clickhere..)

. . . distinguished guests, ladies and gentlemen. People of Pozorrubio – aking mga kababayan, kabaleyan, kailian. A good day to us all!

Let me share with you this global fact. From the smallest unit of society which is the family, to the most highly

developed nations of the world, the single, most important factor that makes or breaks that unit, that spells its success or failure . . . is governance.

It is WE (the legislators of the Sangguniang Bayan presided over by the Vice-Mayor, the Barangay leaders, the Office of the Mayor to include all the departments) who had influenced greatly what the PRESENT is for the 63,000 plus Pozorrubians.

And it is also WE who will determine, to a most considerable degree, what Pozorrubio can still further become.

This fact should clarify for us, once and for all, the criteria for deciding what programs we should pursue, which legislation we should formulate, sponsor or support and how to best implement said programs and legislation.

Thus, it is in this connection that I reiterate the commitment I made during the First 100 Days in Office Report to the People: this administration shall continue to pursue progress and development for the town of Pozorrubio already began 10 years ago.  

 OUR VISION and OUR MISSION

             In continuing pursuit of this commitment, YOU and I must remind ourselves constantly that WE, as members of the Local Government Unit, are primarily servants of the people and our Mission to serve is guided by the foresight worded in our Vision.

Of food and roofs

IT was supposed to be a long weekend of rest and relaxation. By virtue of an executive order, Saturday (August 23) and Sunday (24th) was extended to include the National Heroes’ Day which was advanced to Monday (25th) from August 31.

Nevertheless, these were working holidays for the Mayor.  She gave the last of the town’s share of national assistance of 2360 pieces of g.i. sheets to families whose houses were fully or partially blown away during the onslaught of typhoon Cosme of May 17. She also distributed the last of the family relief packs to the victims still suffering from the after-effects of the typhoon and succeeding ones. The 9 barangays most affected - Maambal, Nantangalan, Bantugan, Castaño, Malokiat, Casanfernandoan, Don Benito, Haway and Balacag – received a total of 1044 packs broken down to 116 packs of rice, canned goods and noodles per barangay donated by the Pozorrubio LGU, DSWD, Congressman Mark Cojuangco and Abono Partylist.

Mayora delivers inspirational message at University of Luzon orientation day

Text of Mayora's message follows:

"University of Luzon President/Engr. MacArthur Samson, Jr.; Vice-President for Academic Affairs, Mrs. Aurora Samson-Reyna, deans, professors, parents, students, guests, ladies and gentlemen . . . good morning.

It was 16 years ago when my family and I acquired this piece of land. The same 16 years passed before we decided it was time to build this building. Upon reaching that decision, we then had to settle the question of what establishments to house in this building. We discussed and disagreed and debated, and we came to agree on one thing - that before all others, this building must house  a vocational or a college institution. For the reason that we do not have one at present. And the difficulties of the time demand that we should have one.

Aldana High School and Saint Philomena’s Academy for School Year 2008 join the list of secondary school scholars being sponsored by Pozorrubians who are now residents of Northern California. The United Pozorrubians of Northern California (UPNCI), through President Manuel Espinosa, have launched this scholarship program in aid of their mga kababayan to help ease the difficulties of the present time.
